After several years of anticipation, The Centers for Medicare and Medicaid Services (CMS) has released the Phase II Stark regulations. Fortney "Pete" Stark is the Congressman from California who initiated what turned out to be an extremely complex series of laws to limit physician profiteering from self referral. CMS published their Phase I rule back in 2001, and they've been working since then on this updated version.
